Bulgaria~ Kids with disabilities have no access to education

Bulgarian institutions and non-governmental organisations reacted on October 29 2008 with a roundtable to the European committee for social rights decision (ECSR), issued on June 10 2008, finding that Bulgaria has violated the right to education of children with intellectual disabilities.

On February 15 2007, Hungarian-based NGO Mental Disability Advocacy Center (MDAC), an international human rights organisation, filed a collective complaint to the ECSR against Bulgaria, saying that the state discriminated against children with moderate, severe or profound disabilities living in homes for for mentally disabled children (HMDC).

When it is that bad in Bulgaria, how bad is it in Romania? Romania is still the poorest country within the EU. :(
